Come out a couple decades before level eight tech is available, and are at level eight tech, simply because, I guess, adding "eras" of PCs would require a lot of time the developer could use to fix/add other things. Just look at PCs themselves, as in, the MS-DOS/Windows-based ones, in the game. The game doesn't allow you to make personal computers because the computer side of the game is right now broken, console development aside. Yes they're both drinks, but no, they're not the same thing, for a number of reasons. It's like, let's say, you make a game about selling lemonade, but then someone asks to be able to sell whiskey too. Both PCs and phones were initially meant for things other than gaming, and that would take away from the focus of the game.
